Timothy is developing a specialist practice with a particular focus on construction-related litigation. He regularly represents leading Hong Kong building contractors in high-stakes proceedings, including disciplinary proceedings commenced by the Building Authority; industrial summonses concerning occupational safety, environmental compliance and building control; and judicial reviews of disciplinary board decisions.

He advises and represents parties in construction contract disputes before the courts and in arbitral proceedings. He has also assisted arbitrators in preparing case-management decisions and final awards.

His broader practice encompasses land and commercial disputes, tort claims, injunction proceedings and criminal litigation.

Before joining the Bar, Timothy worked as an investigative journalist. He holds a Juris Doctor and a Postgraduate Certificate in Laws from the University of Hong Kong, a Master of Laws from the London School of Economics and Political Science, and a Bachelor of Science in Biochemistry from the Hong Kong University of Science and Technology.
